CMS will host an Open Door Forum (ODF) call on Tuesday, April 8, 2014 to allow hospices and other interested parties to ask questions of CMS subject matter experts on the “Part D Payment for Drugs for Beneficiaries Enrolled in Hospice—Final 2014 Guidance” issued on March 10, 2014. On December 6, 2013, CMS issued a memorandum seeking to clarify the criteria for determining payment responsibility under the Part A hospice benefit and Part D for drugs for hospice beneficiaries. Based on these clarifications we suggested revised expectations for Part D sponsors to prevent duplicate payments for drugs covered under the hospice benefit or waived through the beneficiary’s hospice election. We issued that guidance for industry review and comment. We thank all who took the time to respond for your thoughtful comments in response to our request.

Overview:

The Home Health, Hospice & Durable Medical Equipment Open Door Forum (ODF) addresses the concerns of three unique health care areas within the Medicare & Medicaid programs. Issues related to Home Health PPS, the newly proposed competitive bidding for DME and the Medicare Hospice benefit are all topics the forum has covered. Many of the issues covered bridge concerns within all three settings and the combination of the topics under one Forum has been useful to many participants. We continue to hold Special ODFs when individual policy issues require special attention. Timely announcements and clarifications regarding important rulemaking, agency program initiatives and other related areas are also included in the forums.
