Where’s ONC at HIMSS16
HIMSS16 is quickly approaching February 29 – March 4 at the Venetian – Palazzo - Sands Expo and Convention Center in Las Vegas, NV.  ONC leaders will be out in full force at HIMSS facilitating and hosting various main education sessions and listening sessions. 11:30 p.m. -12:30 p.m. (PT): Session #41: Privacy & Security in an App Enabled WorldSpeaker: Lucia Savage, J.D., Chief Privacy Officer, Office of the National Coordinator for Health Information Technology (ONC)
Description: Join the Chief Privacy Officer for a discussion  on privacy & security issues that arise from the expanding use of smart phones and mobile technologies by individuals to access health data and manage their health.  With a focus on privacy & security, the session will cover ONC’s 2015 Edition CERHT rule features regarding consumer-chosen Apps and also consumer-directed transmission by unencrypted email, as well as other work underway to ensure privacy and security in emerging technologies.

10:00 a.m. – 11:00 a.m. (PT): Session #116: Trends in Consumer Access and Use of Electronic Health Information Speaker: Lana Moriarty, Director, Office of Consumer eHealth, and Elise Sweeney Anthony, J.D., Acting Director, Office of Policy Office of the National Coordinator for Health Information Technology (ONC)
Description: This session will present trends regarding consumers’ access and use of their electronic health information based upon ONC’s nationally representative surveys conducted from 2012 to 2014.  Disparities in access and use will be described.  The session will discuss the current context around patient engagement, including ONC rules and initiatives underway to improve consumer access and sharing of health information.
1:00 p.m. – 2:00 p.m. (PT): Session #146: Safety, Interoperability, and Usability – What’s My Role?Speaker: Andrew Gettinger, M.D., Chief Medical Information Officer and  Acting Director, Office of Clinical Quality and Safety, and Rebecca Freeman, Ph.D., R.N., P.M.P., Chief Nursing Officer, Office of Clinical Quality and Safety
Description: Join Dr. Andrew Gettinger and Rebecca Freeman (ONC CMIO and CNO) for a comprehensive discussion of safety, interoperability, and usability in health IT.  This session will review key safety issues related to data blocking, system and data interoperability, and usability for care team members.  Andy and Rebecca will combine their backgrounds in implementation and policy to review facility- and discipline-specific tasks that can support regulatory efforts to ease the health IT burden on bedside clinicians.

11:30 a.m. - 12:30 p.m. (PT): Session #220: Understanding the 2015 Edition: Meaningful Use & Other Use Cases
Speaker: Elise Sweeney Anthony, J.D., Acting Director, Office of Policy, and Michael Lipinski, J.D., Division Director for Federal Policy and Regulatory Affairs, Office of Policy
Description: Policy leaders from the Office of the National Coordinator for Health IT will present a detailed session on the 2015 Edition Final Rule, including: required timelines, a discussion of the relationship between the 2015 Edition and meaningful use, use cases across the care continuum, and program updates that support improved transparency between developers and providers.  
CMS and ONC Re-introduce the eCQI Resource Center for ESAC Inc.
The eCQI Resource Center is a one-stop shop for the most current resources to support electronic clinical quality improvement. The website provides a centralized location for critical clinical quality measure resources, including the electronic clinical quality measures and their specifications, links to tools for measure development, testing, and clinical decision support (CDS).  Register for a livedemonstration of the website Wednesday, January 27, 2016, at 3:00 p.m. - 4:00 p.m.

ONC has posted the 2015 Edition Test Method
The 2015 Edition Final Test Method has been posted and additional test procedure tools have been added. It can be accessed on the ONC Health IT Certification Program webpage. The test procedures offer objective guidance to Accredited Testing Laboratories (ATLs) as they conduct Health IT module testing in the ONC Health IT Certification Program, to provide traceability from the certification criterion or criteria to testing activities, and to ensure consistency throughout the certification process.
The new Test Procedures format includes a grid of testing components that the ATLs would use as the test approach for that particular criterion. The Final Test Method outlines the requirements for evaluating conformance of health IT Modules to the certification criteria defined in the ONC 2015 Edition Final Rule (45 CFR Part 170 Subpart II) published in the Federal Register on October 16, 2015. 
ONC Expert Publishes Study in Health Affairs on Health IT Adoption and Use in Rural Communities
On January 20th, the study Variation in Rural Health Information Technology Adoption and Use by ONC’s Dawn Heisey-Grove, public health analyst, was published in Health Affairs. The study shows that while rural hospitals and physicians have adopted health information technology at the same, or greater, rates as their urban counterparts, meaningful-use attestation varies dramatically among rural providers.
