Interoperability Is Happening All Across The Country, Join In To Prove It
ONC recently launched the Interoperability Proving Ground (IPG), a centralized location where people are able to find what kinds of interoperability projects are occurring and where.  As an open, community platform where you can share, learn, and be inspired by interoperability projects, the IPG is a place to further connect the nation. We encourage you to leverage the IPG as a place to share your interoperability work, as well as find and develop new partnerships across the country. The IPG is the first output of the ONC Tech Lab approach. Read the blog posting here.
NEW Open Data Web App Displays National and State Health IT Data for EHR Adoption
Need quick summaries of health IT data? Well, there’s an app for that. The Health IT Dashboard has a new web app that gives you summaries of the latest national and state health IT data for EHR adoption, health information exchange, EHR vendor market share and much more. The best part? No downloads. Check it out right now in your phone, tablet, or desktop web browser.
Access Data for Physician EHR Adoption, Health Information Exchange, and Patient Engagement
You can now access the latest data for physician EHR adoption, health information exchange, and patient engagement. Access the data in .csv, .json, or .xml, or check out national maps of the data. These data are estimated from the National Electronic Health Records Survey and represent office-based physician adoption and use of health IT through 2014.
This Week: Deadline to Attest to 2015 Medicare EHR Incentive Program Requirements
Eligible professionals, eligible hospitals, and critical access hospitals (CAHs) participating in the Medicare Electronic Health Record (EHR) Incentive Program must attest to using the Medicare & Medicaid EHR Incentive Program Registration and Attestation System no later than Friday, March 11, 2016 at 11:59 p.m. EST.
Medicaid EHR Incentive Program participants should refer to their respective states for attestation information and deadlines. Certain Medicaid eligible professionals may use the Registration and Attestation System as an alternate attestation method to avoid the Medicare payment adjustment (80 FR 62900 through 62901).

The Community Health Peer Learning Program (CHP) and Data Across Sectors for Health (DASH) Collaborate on Building Network of Networks for Data Sharing
The Community Health Peer Learning (CHP) Program, led by AcademyHealth and Data Across Sectors for Health (DASH), led by the Illinois Public Health Institute in partnership with the Michigan Public Health Institute are collaborating on executing a vision for building a network of networks for those engaged in data sharing initiatives designed to advance population health. In July 2015, ONC awarded AcademyHealth $2.2 million to lead CHP in helping communities identify data solutions, accelerate local progress, disseminate best practices and learning guides, help inform national strategy around population health challenges, and align with other delivery system reform efforts driving toward better care, smarter spending of health care dollars, and healthier people.

An AHRQ webinar Wednesday, March 16 from 12:30 – 2:00 p.m. ET, will discuss current research on HIE effectiveness, use, usability, facilitators and barriers to actual use, implementation, and sustainability in hospitals.  Participants will also learn about the use of HIE in long-term post-acute care settings. Million Hearts EHR Optimization Guides: Support for Health Care Professionals
As we work to improve the health of millions of Americans, ONC is excited to announce the release of the Million Hearts® EHR Optimization Guides. These guides will help healthcare professionals use their electronic health record (EHR) systems to identify at-risk patients and protect them from heart attacks, strokes, and other cardiovascular events.
Through helpful step by step instructions, the EHR Optimization Guides illustrate how providers can use their EHR products to find, use, and improve data on the “ABCS”:
  • Aspirin therapy when appropriate
  • Blood pressure control
  • Cholesterol management
  • Smoking cessation
Ultimately, these guides facilitate the timely and systematic identification of at-risk patients, helping clinical teams across the country protect their patients from heart attacks, strokes, and other cardiovascular events.
NQF Provides Recommendations on Health Information Technology and Patient Safety
A new National Quality Forum (NQF) report provides guidance on how to measure the safety and safe use of health information technology (health IT). Widely viewed as critical to accelerating widespread improvements in healthcare quality and the shift to value-based care, the use of health IT has introduced new patient safety challenges into the healthcare system. The report provides a framework for how to consider the effect of health IT on patient safety and prioritizes key measurement areas.
2016 Electronic Clinical Quality Measures (eCQM) Resources Now Available
2016 eCQM Pre-Publication Information - Describes standards, terminology, and eCQM measure specification changes slated for the 2016 eCQM annual update expected April 2016.  It is designed to help health IT developers, Eligible Professionals (EP), and Eligible Hospitals (EH) prepare for the 2017 reporting period through the pre-release of expected changes and requirements.
Brief Guide to 2015 Edition Certification for eCQMs - Describes the timeline of the eCQM testing tool Cypress v3 releases for the 2015 Edition certification rule.  It  includes related program and measure milestones, certification best practices, and frequently asked questions.
Cypress eCQM Testing Tool V3.0 Alpha2 Release - Cypress v3.0alpha2 is now available for pre-certification testing of the 2015 updates to the Meaningful Use (MU) Stage 2 EH and EP eCQMs. The alpha release provides preliminary support for ONC’s 2015 Health IT Certification Criteria. The version, updated measure bundle, and release notes are available on the Cypress website.  The Cypress team will provide iterative builds of v3.0 until the final release scheduled for July 28, 2016.
Draft 2016 eCQM Measure Packages in JIRA - CMS is updating the 93 eCQMs used the EHR Incentive Programs for EP and EH. The updated eCQMs will reflect version 4.2 of the Quality Data Model (QDM).  CMS is now providing vendors with an opportunity to review draft measures that include value set, logic, and header changes. Draft measure packages are available in JIRA for EH measuresand EP measures (in both HTML and XML formats).

ONC’s Ongoing Work to Promote Safety and Safe Use Of Health IT
ONC has engaged several experts in usability sciences, such as human factors, to further explore the current state of usability practice by health IT implementers and as experienced by users of certified health information technology (IT).  We are interested in the usability of health IT developed and deployed in clinical settings, with specific emphasis on how usability of health IT affects clinicians’ ability to deliver consistently safe, high-quality care to each patient.
We are interested in hearing your perspective.  ONC invites you – the clinicians, implementation staff, and other partners in developing, implementing, and maintaining your health IT – to share your experience and expertise with us.
Some examples of specific topics on which we are particularly hoping to hear your thoughts include:
  • Actions and activities you do to improve the usability of your health IT systems and help the systems better support clinicians’ ability to deliver consistently safe, high-quality care to each patient.
  • How you manage workflow changes in concert with health IT.
  • Which usability guidelines, resources, or best practices you use for your system implementations, customization, upgrades, and maintenance.
  • How you currently access usability expertise or information.
