Today the Centers for Medicare & Medicaid Services (CMS) issued a letter to states providing guidance concerning the enhanced federal match rate, and other federal match rates, for various activities related to Medicaid Information Technology (IT) in both Medicaid Management Information Systems (MMIS) and Medicaid Eligibility and Enrollment (E&E) Systems, including the use of Commercial Off-the-Shelf (COTS) software. This guidance is set out in the letter itself and the appendices, which include answers to frequently asked questions, and is the first in a series of forthcoming sub-regulatory guidance related to the publication of the 90/10 final rule issued on December 4, 2015.
