THURSDAY: MACRA Quality Improvement Direct Technical Assistance Pre-Proposal Conference
Over the last few weeks, the Department of Health and Human Services (HHS) has made several important announcements related to the Quality Payment Program. This program has been proposed to implement the new, bipartisan law changing how Medicare pays clinicians, known as the Medicare Access and CHIP Reauthorization Act of 2015, or MACRA. Last week, they announced $20 million to fund on-the-ground training and education for Medicare clinicians in individual or small group practices of 15 clinicians or fewer. These funds will help provide hands-on training tailored to small practices, especially those that practice in historically under-resourced areas including rural areas, health professional shortage areas, and medically underserved areas.
As part of this announcement, the Centers for Medicare & Medicaid Services (CMS) issued a request for proposalsfor the MACRA Quality Improvement Direct Technical Assistance (MQIDTA) program, which will establish contracts to provide direct technical assistance and support services tailored to clinician needs as they prepare for the Quality Payment Program. The contractor will identify, assess, and enroll clinicians into the program. Additionally, the contractor will assist with implementation of a quality improvement program, provide customized direct technical assistance tailored to clinician needs, and enable Peer-to-Peer Learning.

ONC's Transition from Legacy CHPL to New “Open Data” CHPL
This week ONC is advancing the transition from the legacy CHPL to the new “open data” CHPL. The new “open data” CHPL will allow users to create CMS EHR Certification ID. Unfortunately, if you tried to access either the new or old CHPL sites, you will not be able generate CMS EHR Certification IDs.
Once completed on July 1, you will be able to go to the new open data CHPL to generate new CMS EHR Certification IDs. The generation process on the new site will include all the functionality that was present on the legacy site. The legacy site will remain up, but users will not be able to generate IDs. The validation of CMS EHR Certification IDs will not be affected by this process. Please submit any questions to ONC.Certification@hhs.gov.
Center for Health Care Strategies Medicaid Pilot Challenge
The Digital Health for Complex Populations: Pilot Challenge offers you the opportunity to test your product, collect data on how it is used and its effectiveness, and potentially build long-term relationships with nationally-recognized health care organizations. The Center for Health Care Strategies, through support from Kaiser Permanente Community Benefit, is connecting technology companies and health care organizations to create digital health solutions to address challenges faced by low-income individuals with complex medical and social needs. Health care organizations will partner with digital health companies to launch two nine-month pilot projects, supported by $25,000 in funding. Applications are open until July 22. CMS Issues RFI on Availability and Pre-Certification of Medicaid Information Management System Modules
The Centers for Medicare & Medicaid Services (CMS) issued a request for information (RFI) entitled Modular Solutions for Medicaid IT Enterprise and Pre-certification of Solutions. RFI responses are due by Thursday, July 14, 2016.
CMS provides states with $5 billion each year to develop and maintain their Medicaid Management Information Systems (MMIS). States use these systems to process claims and encounters, enroll and pay providers, and manage enrollment and benefits for beneficiaries for the 71 million people receiving coverage through the Medicaid Program. 
With this RFI, CMS seeks public input regarding the availability of modular solutions for Medicaid enterprise systems, specifically for clinical data warehouse and identity management modules. CMS is also soliciting input on the possibility of pre-certification for such modules in order to streamline the development and certification of MMIS.
AcademyHealth Cooperatively Leads the Community Health Peer Learning (CHP) Program
In July 2015, ONC awarded AcademyHealth $2.2 million to lead the Community Health Peer Learning Program (CHP). This program establishes a national peer learning collaborative that supports the work of 15 communities across the country as they work to addressing community-level population health management challenges through expanded collection, sharing, and use of electronic data.
Recognizing the emergence and importance of other community-based multi-sector data-sharing projects, the CHP Program and its partners, NORC at the University of Chicago and the National Partnership for Women & Families joined forces with the Data Across Sectors for Health (DASH) national program office to form a network of networks, “All In: Data for Community Health.”

NEW! Cypress v3 eCQM Certification Testing Tool Beta Version Available
The Office of Standards and Technology is pleased to announce the availability of the beta1 versionof the Cypress v3 testing tool. This latest release includes numerous upgrades designed to improve functionality and the user experience.
Users can expect an additional beta release in early July before the final release on July 28, 2016. The new beta release will contain several updates to the C1 Manual Entry testing workflow and additional CMS requirements, based on ATL feedback and support for the 2017 CMS QRDA IG.
Users and interested parties are also invited to participate in a “tech talk” on July 5th at 1:00 p.m. ET, where we will share details of this release. Please register for the Cypress tech talk online.
